SGE, GE Vernova, Hitachi and Samsung C&T sign MoU to advance BWRX-300 fleet deployment in Europe

SGE, GE Vernova, Hitachi and Samsung C&T have signed a Memorandum of Understanding (MoU) establishing a framework for cooperation on market development and commercial opportunities for the deployment of the BWRX-300 small modular reactor in Central and Eastern Europe and the United Kingdom.

The MoU was signed in New York during the Atlantic Council Nuclear Energy Policy Summit, held on the sidelines of the United Nations General Assembly, in the presence of US Deputy Secretary of State Christopher Landau and Masayoshi Arai, Vice-Minister for International Affairs at Japan’s Ministry of Economy, Trade and Industry (METI).

The agreement is linked to the broader Memorandum of Cooperation (MOC) for SMR deployment in third countries signed on the margins of this year’s NATO summit by United States Secretary of State Marco Rubio, Japan Foreign Minister Motegi Toshimitsu, and Republic of Korea Foreign Minister Cho Hyun. The US Department of State specifically identified the initiative among GE Vernova, Hitachi, Samsung C&T and SGE as a concrete industry effort to advance BWRX-300 deployment across Europe and deepen government-industry cooperation on global energy security.

Under the MoU, the companies will work together to assess market opportunities, further develop deployment strategies and pursue commercial opportunities for the BWRX-300. The cooperation brings together complementary capabilities in nuclear technology, engineering and project delivery, and regional development expertise.

GE Vernova Hitachi Nuclear Energy (GVH), a joint venture between GE Vernova and Hitachi, is the designer and technology provider of the BWRX-300. Hitachi GE Vernova Nuclear Energy, a subsidiary of Hitachi, brings extensive nuclear technology and industrial expertise, while Samsung C&T contributes international engineering and construction capabilities, including experience in major nuclear and energy infrastructure projects. SGE is developing a fleet of BWRX-300 reactors in Europe and will continue to act as the exclusive regional lead for the BWRX-300 in much of Central and Eastern Europe.

Roger Martella, GE Vernova’s Chief Corporate Officer and Chief Sustainability Officer said:

“As European countries pivot to nuclear, we are committed to working with our close partners to help deploy Small Modular Reactors at the scale they need to deliver on their ambition. GE Vernova has a long-standing history and presence across the European continent. This collaboration brings together complementary capabilities to help advance BWRX-300 deployment across multiple markets and build on the momentum already behind the technology.”

Yasunori Inada, Vice President and Executive Officer, CEO of Nuclear Energy Business Unit, Hitachi said:

“Hitachi has continued to bring long-standing experience in nuclear technology, through our partnership with GE Vernova. This collaboration brings together the strengths and expertise of each partner, and Hitachi will contribute to exploring the deployment of the BWRX-300 in Europe by drawing on the technological capabilities cultivated through our nuclear business and on our collaboration with qualified Japanese suppliers. By further combining the digital technologies and innovation of the Hitachi Group, we will help realize a sustainable energy society and advance decarbonization in Europe as One Hitachi.”

Jung Wook Kim, Executive Vice President and Head of Global Business Unit and Global Operation, Samsung C&T said:

“Samsung C&T is working together with GVH on the deployment of the BWRX-300, and recently achieved a great outcome with Studsvik in Sweden. Samsung C&T is honored to open a new chapter in Europe’s SMR business together with GE Vernova, Hitachi and SGE. Building on Samsung C&T’s proven EPC capabilities, we will fully leverage the synergy created by this four-way partnership to strengthen Europe’s energy security and contribute to the realization of carbon neutrality.”

Michał Sołowow, founder of SGE said:

“Europe and the UK need a scalable commercial model for new nuclear, built on proven technology, established supply chains and world-class delivery partners. By combining GE Vernova Hitachi’s BWRX-300 technology, Hitachi’s industrial capabilities and Samsung C&T’s global construction expertise, SGE is creating a platform to deploy standardized nuclear fleets across multiple markets. We believe this can become one of the most competitive commercial solutions for Europe’s energy system — delivering reliable, clean energy 24/7, reducing execution risk, strengthening the supply chain and supporting long-term industrial growth.”

Rafał Kasprów, CEO of SGE said:

“Europe is entering a new strategic era in which energy independence, security of supply and industrial resilience are becoming core elements of national and regional security. This agreement brings together state-of-the-art American nuclear technology from GE Vernova Hitachi, the industrial and technological capabilities of Hitachi and Samsung, and SGE’s European BWRX-300 development platform. Our objective is to establish a standardized, cross-border BWRX-300 fleet across the European Union and the United Kingdom, creating a new layer of secure, reliable and low-carbon generation capacity. By combining American technology, Japanese and Korean industrial strength, and European development capabilities and supply chains, we are building the foundations of a long-term nuclear strategic program designed to strengthen Europe’s energy security, strategic autonomy and industrial competitiveness.”

The BWRX-300 is 300 MW small modular reactor developed by GE Vernova Hitachi Nuclear Energy and Hitachi GE Vernova Nuclear Energy, built on decades of real-world boiling water reactor operating experience and innovation. Its simplified, standardized design is intended to support repeatable deployment and efficient project delivery. With the first unit already under construction in Canada, the BWRX-300 is well positioned to support Europe’s nuclear expansion by strengthening energy security and delivering reliable, carbon-free power at scale.

SGE is advancing BWRX-300 deployment across several European markets. In Poland, Decisions in Principle have been issued for 26 BWRX-300 reactors, with the current development focus on three sites with the potential to host the first 14 units. In the United Kingdom, SGE is advancing a 4.2 GW fleet of 14 BWRX-300 reactors across three multi-unit sites, with its proposal progressing to the Preliminary Regulatory Assessment Deep Dive led by Great British Energy – Nuclear. The company is also pursuing further opportunities across Central and Eastern Europe as part of its strategy to build a cross-border BWRX-300 fleet supporting European energy security, industrial resilience and the long-term supply of reliable, clean energy.
