'A Climate Change Levy' - NIA Response To HM Customs and Excise
In his March budget the Chancellor announced a tax on energy supplied to business (climate change levy) to be introduced from 2001. The levy will be applied to the downstream use of electricity, coal and gas, and is intended to raise £1.75bn in its first year. The revenues will be used to reduce employer National Insurance Contributions by 0.5%. The aim is to reduce business carbon emissions by 1.5 million tonnes a year. The Government invited responses to the proposals. The following paper is the NIA’s response, sent to HM Customs and Excise at the end of May 1999.
