Lambert briefs BNIF Members on Liabilities Management Authority White Paper | Print |  E-mail
At BNIF's industry event at the University of West England on 9 July, Anne Lambert, DTI's Director of Liabilities Management gave a presentation on the White Paper "Managing the UK's Nuclear Legacy - A Strategy for Action" to an invited audience.

Dr Clive Smitton, Managing Director of BNFL Magnox chaired the meeting and Professor Wendy Purcell, Dean of the Faculty of Applied Sciences welcomed the meeting to the University. George Jenkins, President of BNES - which cosponsored the event - also spoke and later concluded the meeting.

Speaking of the LMA White Paper, Anne Lambert encouraged the audience to read it and respond in the Consultation process before 18 October. She emphasised the importance of competition for the LMA's contracts and said the commitments to subcontracting will be sought in order to encourage partnerships which will develop the supply chains and to encourage skills development within and from outside the sector.

The White Paper presents two options for funding the LMA's 100 year programme. Anne Lambert commented that this programme is extraordinarily long for a government undertaking. The funding options agreed with HM Treasury and described in the White Paper are:
· segregated fund
· statutory segregated account
Comments on this crucial issue as well as other issues in the White Paper are invited.

Anne Lambert said that the Liabilities Management Unit included a unique mixture of industry and private sector people, which was now effective.

Alan Edwards, Director of the Liabilities Management Unit and Doris Heim of the Bechtel team took questions during a panel discussion.
