The Kyoto protocol will come into force on 16 February 2005 following Russia's handing of its official ratification notice to the United Nations. Industrialised countries then have until 2012 to cut their collective emissions of six key greenhouse gases to 5.2% below the 1990 level. The protocol also makes provision for emissions trading between countries so that countries such as Russia which will easily meet its commitments can sell its spare emissions capacity to countries which are finding it more difficult to make its targets. |
