Controversial Energy Commissioner László Kovács is to be moved to the taxation portfolio and replaced by Latvian Commissioner designate Andris Piebalgs. Mr Piebalgs is a new face in the line up as the previous choice Ingrida Udre was also replaced at the same time as Rocco Buttiglione the Italian nominee who had provoked the most opposition.

Mr Piebalgs is a former diplomat and finance minister, who recently worked as 'chef de cabinet' for Sandra Kalniete, the Latvian in Romano Prodi's commission team. While he has not previously worked in the energy field he is a physics graduate.

European Parliament President Borrell has said that the EP is ready to hold hearings for the new commissioners as of 8 November before voting on the new Commission on 15 November.
