The Department of Trade and Industry has issued a consultation paper into proposals for intermediate level radioactive waste substitution. At present BNFL's contracts with overseas customers stipulate that all radioactive waste generated from those reprocessing contracts should be returned to the country of origin. The consultation suggests that these be altered to keep all the low and intermediate level waste in the UK in return for shipping extra high level waste to the countries concerned. The proposal would be environmentally neutral and would lead to less international waste shipments.
