DEFRA has today launched the consultation to invite views on the draft National Allocation Plan for the Greenhouse Gas Emissions Allowance Trading Directive. The deadline for submissions has been set for the end of March, by which time members of the European Union will have to submit their strategies for cutting carbon emissions to the limitations set. The UK's target under this plan is a total reduction of 16% from 1990 levels. The UK Government remains committed to its domestic target of a 20% cut in carbon dioxide emissions by 2010.

The emissions trading scheme is set to benefit power companies that depend on power generated by sources of energy with low or no carbon emissions, such as nuclear, wind and water. Coal fired power stations are the most likely to be heavily penalised.

Energy Minister Stephen Timms predicted that the measures would increase domestic electricity prices by 3% and 6% for industry, an impact that has been criticised by the CBI and industrial users.
