Daniel Wm. Fessler is a partner in LeBoeuf, Lamb, Greene & MacRae, an international law firm with offices in New York, London, San Francisco, and sixteen other cities. From 1991-1996 he was the President of the California Public Utilities Commission charged with the regulation of the energy, telecommunications, water and transport infrastructure for California's some thirty-five million residents. He is identified as a proponent of restructuring the energy and telecommunications industries to seek enhanced reliance upon competition where that is possible and performance based regulation of those aspects of service that remain in monopoly arrangements. He was the author of the two Commission decisions which restructured the California electricity markets. Prior to his government service, Mr Fessler was a professor of law at the University of California where he taught contracts, securities regulation and business organizations. He currently specializes in energy, transport and environmental issues in LeBoeuf's domestic and international practice. |
